Talk to Scribe Bigsley about helping Officer Lepelletier at Rivet City, then Fast Travel there. You'll find Lepelletier on the ramp up to the bridge to the city. Talk to her about the caravans being attacked and you'll learn that she wants you to guard a caravan leaving from Project Purity. Agree to the task and Fast Travel to the Jefferson Memorial.
The caravan is well north of here now, so follow the river north until you catch up to it. You'll find it either under attack or in the aftermath of an attack. If there are any bandits still alive, kill them, and search any of their corpses for the New Meeting Place note. Listen to it to learn that the bandits' leader, Split Jack, can be found at Wilhelm's Wharf. Note the password: "Mirelurk Stew."
Travel to Wilhelm's Wharf now and talk to Split Jack. You can even join his gang, if you like, without a loss in Karma. You can try to pass a difficult Speech check to get him to stop raiding the caravans, but if that fails, you can just gun him and his crew down.
NOTE: Unverified rumors have noted that after joining Split Jack's gang, you can receive orders to extort protection money out of Officer Lepelletier, but we have not been able to get this to occur. If you can confirm this, please make the appropriate changes on this page.
Return to Lepelletier now, who instructs you to see Scribe Bigsley for your reward. Head back to Bigsley to receive your reward.
